UN says online anti-vaxxers fuelling Samoa measles deaths

Social media giants must crack down on anti-vaccination posts that are fuelling Samoa's deadly measles epidemic from afar, UNICEF's Pacific islands chief said Thursday.

Sheldon Yett, the regional representative for the UN children's agency, said "incredibly irresponsible" online material on platforms such as Twitter, Facebook and Instagram had exacerbated the Samoa measles outbreak -- which has claimed 62 lives since mid-October -- by discouraging immunisation.

"It's quite clear that they have a corporate responsibility to step up to the plate and make sure that populations, particularly vulnerable populations, get accurate information that's going to keep children alive," Yett told AFP.

Immunisation rates in Samoa dropped to just over 30 percent before the outbreak, well below accepted best practice of around 90 percent, making the island nation extremely vulnerable to infection.

The World Health Organisation blamed an anti-vaccine messaging campaign, which Yett said was carried out largely online by overseas-based activists.

"It's quite obvious that there are very loud people on social media making very false claims about vaccines," he said.

"Unfortunately it's found a ready audience in Samoa, where some people are suspicious about the quality of healthcare and may have issues with local (vaccine) providers."

He said activists posting anti-vaccine material from wealthy developed countries such as the United States and Australia needed to realise the impact of their actions in developing nations.

"It's devastating, it can be a death sentence for a child here where there's low immunisation and possibly other health issues going on in the background," he said from the capital Apia.

'No easy fix'

Yett said suspicion of vaccines in Samoa stemmed from a case last year when two babies died after receiving measles shots, leading to an eight-month suspension of the country's immunisation programme.

Subsequent investigations found there was no problem with the vaccine itself, but the nurses administering it accidentally mixed it with anaesthetic, instead of water.

However, trust in the immunisation programme was dented and anti-vaxxers stepped up efforts to push their agenda online, creating what Yett described as "a perfect formula" for an uncontrollable epidemic.

The activists have also hindered efforts to control the outbreak, with one prominent Australian-based blogger last week comparing compulsory vaccinations to Nazi Germany and saying "fascism is well and truly alive in Samoa".

Others have promoted quick remedies such as "kangen water", an alkaline water which supporters say can cure measles, despite no scientific evidence.

But he said once it was over there had to be discussion with platforms such as Facebook, Twitter and Instagram about their approach to anti-vaccine material.

He said informed debate was important but it was wrong to allow online activists to question the effectiveness of vaccines, which the WHO estimates have saved the lives of 21 million children over the past 20 years.

"It's not easy, nobody wants to be a censor," he said.

"Companies have a responsibility to do it, but we also have to be honest and say there's no easy fix where they can flick a switch."

He conceded the clicks generated by heated online debate about vaccines could prevent the platforms from wanting to take swift action on the issue.

"We shouldn't be naive, there are many counter incentives here for social media giants as well," he said.

Big daycare group says children who are not vaccinated will be sent home

A large Dutch childcare group has gone public in saying that it will ban children who have not be vaccinated against mumps, measles and German measles from July 1, broadcaster NOS said. 

The Berend Botje daycare group, which looks after over 3,000 children in Noord-Holland province, has told parents that children who have not been inoculated will be sent home after that date. The aim is to protect children of pre-inoculation age. 

There have been four cases of measles at a daycare centre in The Hague in recent weeks. Several are under 14 months old, the age at which children are vaccinated against the three diseases. 

So far around 100 daycare groups in the Netherlands have said that they will not accept children who have not been inoculated, but Berend Botje is thought to be the first one which has said it will ban children who already use its facilities. 

It is currently illegal to discriminate against non-vaccinated children under discrimination legislation but legislation to make a ban possible is currently going through parliament. 

Parents 

Berend Botje looks after children in a variety of age groups at 50 different locations across the province. So far around 10 parents have asked for further information about the ban, which will come into effect on July 1, the organisation told NOS. 

At the moment 90.2% of Dutch children are vaccinated against potentially serious illnesses such as measles, polio and whooping cough. This is below the level of 95% the World Health Organisation considers safe. 

The last measles epidemic in the Netherlands hit the Dutch Bible belt in 2013. In total, 2,600 people were diagnosed with measles and the outbreak was concentrated in families with young children who had not been vaccinated for religious reasons. One girl, who had not been vaccinated, died.

New York (AFP) - New York's mayor declared a public health emergency in parts of Brooklyn on Tuesday, ordering all residents to be vaccinated to fight a measles outbreak concentrated in the ultra-Orthodox Jewish community.

The order concerns all people living or working in four zip codes of Williamsburg, northwest Brooklyn, where some residents oppose vaccines on religious grounds -- although neither Jewish texts nor local Jewish authorities advise against vaccination.

"It was time to take a more muscular approach," de Mayor Bill de Blasio told a news conference as the emergency measures were announced.

"This can be turned around quickly," he said. "We can stop this."

Under the new rules, anyone who has not received the measles-mumps-rubella (MMR) vaccine or does not have evidence of immunity risks a fine of $1,000.

The city also warned that yeshiva religious schools and day care programs serving the local Orthodox Jewish community would face penalties and possible closure if they keep taking in students who are not vaccinated against measles, which can cause severe diarrhea, pneumonia and vision loss and can potentially be fatal.

Like all but three American states, New York requires a series of vaccinations for school-age children but has until now granted exemptions on both medical and religious grounds.

Since October, however, 285 cases of measles have been confirmed in New York City, according to the Centers for Disease Control and Prevention (CDC). None proved fatal, but 21 patients required hospitalization and five were admitted to intensive care.

"I urge everyone, especially those in affected areas, to get their MMR vaccines to protect their children, families and communities," de Blasio said in a statement.

'Safe, effective and life-saving'

"There's no question that vaccines are safe, effective and life-saving."

That message was echoed by Dr Herminia Palacio, deputy mayor of health and human services.

"When you make the decision not to vaccinate your child, please understand you're also making that decision for the people around your child," warned Palacio, who said her services had received reports of so-called "measles parties" held to purposely expose children to the disease.

Although measles was declared officially eliminated from the United States in 2000, a total of 465 cases have been confirmed in 19 states from January 1 to April 4, according to the CDC.

"This is the second-greatest number of cases reported in the US since measles was eliminated in 2000," it said.

The highest figure -- 667 -- occurred in 2014.

The resurgence of the once-eradicated, highly-contagious disease is linked to a growing anti-vaccine movement in richer nations -- which the World Health Organization has identified as a major global health threat.

Most of the New York cases involved unvaccinated or incompletely vaccinated individuals, according to de Blasio's office.

The so-called anti-vax, or anti-vaxxer phenomenon has adherents across Western nations but is particularly high profile in the US, where it has been fueled by medically baseless claims spread on social media.

Although measles was declared officially eliminated from the United States in 2000,

Rockland County, located near New York City, has also declared a 30-day public health emergency over a measles outbreak there that has seen 168 people contract the disease, according to the CDC.

Non-vaccinated minors in the county were banned from public places in a bid to prevent the spread of the disease, and hundreds of people have now been vaccinated, according to authorities.

Patricia Schnabel Ruppert, the health commissioner there, said that since October she has been waging an uphill fight to persuade people vaccines are safe and necessary to protect the larger community.

Among her daily battles: having to constantly repeat that the vaccine does not cause other diseases, that it does not lead to autism, and that the practice of using fetal tissue to produce the vaccine ended decades ago.

A large Texas church has offered free measles jabs after it was linked to an outbreak among families who had declined to be vaccinated.

Eagle Mountain International Church has had 21 cases since a church visitor contracted measles while overseas.

Those afflicted range from four months to 44 years old, and a majority of those infected had not been vaccinated.

In recent sermons, the church's pastor encouraged those who had not yet been vaccinated to do so.

"I would encourage you to do that... Go do it... And do it in faith,'' Terri Pearsons, daughter of televangelist Kenneth Copeland, said from the pulpit on 14 August at the church in Newark, Texas.

Ms Pearsons had previously been sceptical of measles vaccinations, USA Today reports. The disease spread among families who had chosen not to vaccinate their children, health officials said.

The church held immunisation clinics over the weekend.

Texas Department of State Health Services spokeswoman Christine Mann said Texas has had 27 cases of the measles this year, with five of those cases having no links to the church and one unclear case.

There were no cases in the state last year and six the year before.

"If [measles] finds a pocket of people who are unimmunised, and the majority of our cases are unimmunised so far, then if you are around a person with measles, you will get sick,'' said Russell Jones, chief epidemiologist for Tarrant County Public Health.

The US Centers for Disease Control and Prevention (CDC) recommends children have two doses of the combined vaccine for measles, mumps and rubella.

Measles is spread by coughing, sneezing and close contact with infected people. Symptoms include a fever, cough, and a rash on the face.

The fatality rate for the disease in children is one or two in every 1,000 cases, according to the CDC.

A statement from Eagle Mountain International Church said their position regarding any medical condition was "first seek the wisdom of God, His Word, and appropriate medical attention from a professional that you know and trust".

A further 147 cases of measles were reported last week, bringing the total to 613, the public health institute RIVM said on Thursday.

The outbreak, which began in May, has also spread to four new local authority health services, including Utrecht and The Hague.

Among the new cases are two healthcare workers who probably contracted the disease during their work. Several hospitals in the affected regions and with low take-up of vaccination are now taking preventative measures.

The RIVM expects a falling-off of cases during the summer holiday and for the outbreak to reach its peak after the summer.

Bible Belt

Most of the cases are in the Bible Belt region where staunchly Protestant communities do not vaccinate their children on religious grounds.

Last week, prime minister was criticised by ministers in the orthodox Dutch Protestant church for saying: 'God never meant these children to suffer because He also ensured their are vaccines.'

Measles rise sparks vaccine debate in Germany

Measles have has been stamped out in some countries - but not in Germany. A new wave of infection has rolled through Germany, prompting renewed discussion about compulsory vaccinations.

A brownish-pink rash is the typical symptom of a measles infection, but not the only one and certainly not the worst. High fever, a runny nose and a cough also often accompany it. The problem is that it weakens the immune system, making those suffering an acute measles infection more susceptible to more serious illnesses, such as pneumonia or encephalitis, both of which can be fatal. Worldwide, complications from a measles infection end in 200,000 fatalities each year.

While measles infections are virtually non-existent in the United States, for example, there have been of late from 122 to 2,308 each year in Germany - some resulting in fatalities. Currently, the virus is spreading primarily in Berlin and Bavaria, with Germany's Ministry of Health reporting more than 900 cases in the first half of 2013.

How can this be, given that vaccinations against measles have been administrated for more than three decades? While the rate of administering the so-called MMR vaccine - which aims to immunize against measles, mumps and rubella - has risen in recent years, many parents during the 1990s in particular chose to not have their children vaccinated. Which means that young people between the ages of 15 and 30 are the main ones at risk of catching one of the viruses, said Annette Mankertz, director of the National Reference Center for Measles, Mumps, Rubella at Germany's Robert Koch Institute.

According to the German Medical Association, children should be vaccinated twice: once between 11 and 14 months of age and a second time four to six weeks later. In 2011, the rate for the first vaccination was 96.6 percent; the second, at 92.1 percent. A second vaccination provides almost full protection against infection. Experts estimate that a vaccination rate of 95 percent worldwide could permanently wipe out the virus.

To prevent future measles outbreaks in Germany, Health Minister Daniel Bahr has brought compulsory vaccinations to the table. Mandatory vaccines were established in the country in the past - in 1874, against smallpox. Other industrialized countries have stricter laws these days. In the United States, proof of the double-MMR vaccine must be shown before a child enters school. Vaccinations in Scandinavian countries are voluntary; there, explained Mankertz, so-called health nurses discuss the subject with families and encourage vaccinations.

Wolfram Hartmann, President of the German Pediatric Society, calls unequivocally for a compulsory measles vaccine. The current wave of infections shows that physicians cannot depend on parents voluntarily having their children vaccinated.

The legal framework offering such a compulsory vaccine is the German Protection against Infectious Diseases Act. With this, the government has the possibility of establishing mandatory vaccines for children at risk of catching extremely dangerous diseases.

Childhood diseases important for the immune system?

Bahr anticipates a prickly debate

Michael Friedl, chairman of the Association of Doctors for Individualized Vaccination Decisions, disagrees with compulsory vaccines. Since illness is always an individual process, decisions around it must be left up to the individual, he thinks.

The alternative practitioner is not generally against measles vaccines, rather is critical of administering them during childhood years. In his opinion, measles - like other illnesses that prompt high fevers - serve an important function. For one thing, experiencing such an illness allows children to better understand their bodies. For another, it helps to strengthen the immune system.

Children can deal well with fever up to the age of seven, Friedl noted. "With many illnesses or disease that causes major problems for adults, the complication rate in the childhood years - if they receive proper medical treatment, which for me includes allowing them to sustain higher fevers - is extremely low," said Friedl.

Vaccines also have risks

Annette Mankertz, for her part, said that "strengthening one's immune system" does not necessarily mean subjecting it to the measles virus. More important, she said, is that the vaccine could save thousands of lives. And, vaccinated people are not only protecting themselves, but also other people.

Still, since the measles vaccine uses live attenuated viruses, side effects can occur. In one in ten cases, fever and headache can result - or, less frequently, fever cramps. "Cerebral inflammation is also a risk with such a vaccination," Mankertz said. But the risk is only one in a million, she noted - which makes it one thousand times less likely than in an actual measles infection.

Measles vaccines in Germany are not compulsory at the moment

Measles are extremely contagious. The virus spreads through respiration, or contact with fluids from an infected person's nose and mouth, such as while speaking, coughing or sneezing. The contact does not have to be direct, as the virus can remain active for hours.

Measles infections are particularly dangerous for infants under one year of age. "One in 5,000 infants develops subacute sclerosing panencephalitis. This degenerative encephalitis, if not treated in its intial stage, is always fatal. Parents whose children receive such a diagnosis can only watch them die," said Mankertz.

(2) The Human who is of the age of awareness can say, even as they are vaccinated, "Let nothing inappropriate enter my chemistry." This is a conscious instruction given to your "intelligent cellular structure" (the same one responsible for kinesiology and homeopathic results). This will result in your cells only using what they need and casting away everything else. (3) Finally, about babies: There has been a push by your science lately to vaccinate against many things at the same time. You'd be advised to seek out a doctor who will only vaccinate your child for only the basic diseases that have been known in the last 40 years. Eliminate the vaccinations for the new ones. This leaves you with approximately seven or eight - the very ones that have been used for years. What your science is not appreciating yet is the results of combining all the vaccination substances together. There's a problem that will show itself in time. Stick with the basic ones.

“.. For centuries you haven't been able to think past that box of what God must be like. So you create a Human-like God with wars in heaven, angel strife, things that would explain the devil, fallen angels, pearly gates, lists of dos and don'ts, and many rules still based on cultures that are centuries old. You create golden streets and even sexual pleasures as rewards for men (of course) - all Human perspective, pasted upon God. I want to tell you that it's a lot different than that. I want to remind you that there are those who have seen it! Why don't you ask somebody who has had what you would call a near-death experience?
